The Navy Medal of Valor was created in 1861 “…to be bestowed upon such petty officers, seamen, landsmen, and Marines as shall most distinguish themselves by their gallantry and other seamanlike qualities during the present war.” In 1863, Congress officially created the Medal of Honor to be presented by the President to only the most deserving members from the three branches of the military and, in rare cases, to civilians who distinguish themselves in battle. It is the nation’s highest medal for valor in combat and requires both Presidential and Congressional approval be awarded.
